The City Recorder is the Public Records Official which is the custodian of all City records.  City documents are retained pursuant to the approved Oregon Secretary of State Archives Department Retention Schedule as set forth in Oregon Administrative Rules Division 30, Section 166-030-0000 Series.  The Oregon Administrative Rules pertaining to Records Management may be viewed by clicking on this link.

The City Recorder prepares the City Council Agenda under the direction of the Mayor and City Manager, records Minutes and ensures administrative follow-through of all Council actions.  The City Recorder is also the Corporate Secretary of the City Municipal Corporation and maintains all agreements and contracts relative to the City, attesting the Mayor and City Manager's signature on all legal documents.  The City Council as the governing body authorizes through Council action all legal documents; i.e., agreements, contracts, memorandums of understanding, etc.

Persons wishing to present an item before the City Council are requested to contact the City Recorder for specific meeting date clarification.  All materials must be provided to the City Recorder 14 days prior to the meeting date.  The materials will then be included in the City Council packet and distributed to the City Council one week prior to the meeting.  Meeting materials may be viewed on the home page of the City web site for each meeting.

The City Recorder is also the Elections Official and is responsible for the conduct of City elections and recalls of elected officials (City Councilors), ballot measures, referendums and initiatives.  More information about current elections may be viewed below.

 

2012 GENERAL ELECTION

Election of four City Council positions, including the Mayor position, will occur during the November 6, 2012, General Election.  The City Council position terms will be from January 1, 2013 through December 31, 2016.

Qualifications for Candidacy for City Offices

1.  Must be currently registered to vote in the State of Oregon, and reside within the City of North Plains corporate City Limits for at least one year immediately before election or appointment to office.
2.  No person may be a candidate at a single election for more than one City office.
3.  Neither the Mayor nor a Councilor may be employed by the City, or be related to an employee of the City.

Additional materials relating to the 2012 General Election for Councilor and Mayoral Candidacy will be provided within the following week.  Candidates are requested to schedule an appointment with the City Recorder prior to beginning their application for candidacy in order to meet the State and Local Election laws.
