Finance & Administrative Services - formerly Support Services is responsible for planning and building applications, business licenses, elections, water billing, notarial services, and various financial matters.

The maintance of all the city documents, (such as the codes and charter) and administrative support for the various city boards and committees.

Rental of Jessie Mays Community Hall may be scheduled with the finance and administrative staff.

City Manager

The City Manager's position is established by the City Charter. The Charter outlines the duties of the position. The City Manager is the administrative head of the City government. The City Manager is appointed and removed by a majority of the City Council without regard to political considerations and solely on the basis of administrative qualifications. The City Manager is responsible for keeping the City Council advised of the financial conditions of the City on an ongoing basis and identifies future needs of the City. The City Manager has sole responsibility for personnel issues including appointing, disciplining and removal of appointive personnel. The City Manager has no authority over the Council, Municipal Judge in the Judge's judicial functions, the City Attorney and except as Council authorizes, appointive personnel of the City whom the City Manager does not appoint.

The City Manager has the duty of coordinating all services provided by the City, including the Police Department, Municipal Court, Public Works Department, Water Department, Finance & Administrative Services and Library.

In the case of North Plains, the City Manager is also the City Planner and has the responsibility for the entire planning program including coordination of consultants, review of all development plans, preparation of all planning reports and staffing the Planning Commission.

The position of City Manager is held by Donald H. Otterman. Don was appointed City Manager by the City Council on April 1,1999. Don has over 30 years experience in local government, with 13 years in planning and 17 years in city management.

Finance Director

The Finance Director's position plans, organizes and performs the financial and accounting activities for the City. The Finance Director prepares the budget document under the direction of the City Manager, and monitors expenditures for compliance with the approved budget. The Finance Director processes invoices for payment, prepares payroll and maintains personnel files. The Finance Director conducts project management as it relates to the financial, legal and record keeping requirements. The Finance Director supervises Municipal Court operations and serves as a member of the Human Resources Administration Team.

The position of Finance Director is held by Karen-Lee Stolte.  Karen-Lee is a Certified Public Finance Administrator (CPFA) and a Certified Municipal Clerk (CMC).  Karen-Lee began with the City on August 26, 1980, and held the position of City Recorder/ Treasurer until 1992 at which time the position was split and Karen-Lee was designated the Finance Director.

City Recorder

The City Recorder's position assists the City Manager, City Council, Urban Renewal Agency, Budget Committee and Planning Commission with administrative support in carrying out city business.  The City Recorder administers building permits, land use permits, business licenses, vendor licenses, liquor licenses, city records management, city elections, Council action through ordinances, resolutions and proclamations.
