City Charter

The City Charter grants the City powers under the United States and Oregon law.  The Charter confers upon the City the powers, subjects it to restrictions, provide for it procedures and governmental structure.  To view the Charter, select the link at the left or above.

Transportation System Plan

The collaborative efforts of two consultants, City staff, City Engineer, Planning Commission, Department of Land Conservation and Development and adopted by the City Council June 5, 2005.  Transportation System Plan is a blue print for the City's transportation system.  The Transportation System Plan contains seven chapters and four appendices.  You may access the Plan by selecting the link below.
