This page provides link to documents published by the City of North Plains.  Most documents are contained in links to the department that monitors the documents implementation and revisions.  

City Charter - The 2007 Charter grants the City powers under the United States and Oregon law and delinates our City's governmental structure.   

Employee Handbook

Comprehensive Plan - The Comprehensive Plan provides the community with a vision of how the would like to see the City develop while complying with State and County planning goals. A copy of the COMPREHENSIVE PLAN MAP is also available.

Municipal Codes - The Municipal Codes are the current adopted laws of the City. The Zoning Code portion of the Municipal Code is on a separate webpage.  

Parks Master Plan - The Parks Master Plan is a document used to guide the capital improvement program for parks and trails and assists with determining the appropriate level of system development fees charged for new construction. The Parks Advisory Committee plays a key role in updating the plan.

Public Works Design Standards - Public Works Design Standards defines the appropriate criteria for designing public improvements such as streets, curbs, ditches etc... 

Storm Drainage Master Plan - The Storm Drainage Master Plan is a document used to guide the capital improvement program for storm drains including drainage ditches and assists with determining the appropriate level of system development fees charged for new construction.

Transportation System Plan - The collaborative efforts of two consultants, City staff, City Engineer, Planning Commission, Department of Land Conservation and Development and adopted by the City Council June 5, 2005.  The Transportation System Plan is a blue print for the City's transportation system.
