Meet the Council

Teri Lenahan, Mayor

Mayor Lenahan grew up in a small suburb of Cincinnati, Ohio surrounded by a large family. She began volunteering at a young age through her active involvement with the Girl Scouts and her church. She has served on the City Council from 2008-2016. She was Council President from 2011-2016. She serves on the Budget Committee, the Urban Renewal Agency, the North Plains Events Association and the Policy Advisory Board for the Washington County Office for Community Development. She is a member of the North Plains Chamber of Commerce, the Washington County Coordinating Committee, the Metropolitan Mayors Consortium and the Oregon’s Mayors Association.

Russ Sheldon, City Councilor and Council President

Prior to being elected to the City Council, he served on the Budget Committee. Councilor Sheldon is serving his second term as a Board Director of the North Plains Chamber of Commerce, currently as its’ President. In addition, Councilor Sheldon also serves as a Board Director of multiple Not for Profit organizations. He is also a member and officer of the North Plains Knights of Pythias, Glencoe Lodge No .22.

Butch Kindel, City Councilor

My wife Barbara and I moved to Hillcrest Street in North Plains in February of 1973. In 1977 we moved to our present house on Lenox Street. For 46 years I worked in agriculture, specializing in seed cleaning of legumes, grasses, and grains. In 1968, I joined the North Plains Volunteer Fire Department where I volunteered until 1998. Serving the North Plains Community for 30 years was a blessing. in 1998, I was elected to the Washington County Fire District #2 Policy Board and served for 19 years.

Cameron Martinez, City Councilor

Hello North Plains, my name is Cameron Martinez (Cotton). I started my journey in North Plains and my extended and immediate family reside here currently. North Plains has always been home for me. After living in Hillsboro for several years, I returned to North Plains and feel I have a unique opportunity to continue to grow with this city, handle responsibility and build positive relationships within our community. I will take great pride in doing this. After spending my childhood on Pacific Street, I graduated with honors from Glencoe HS and then continued education with a degree in Community Health Ed. at PSU.

Rickey Smith, City Councilor

I grew up in a small town in Indiana. After high school graduation, I served in the Navy with two of the years taking place in the Mediterranean, being stationed in Athens Greece when its government was overthrown and then through the Yom Kippur War.

James Fage, City Councilor

James Fage was first elected to City Council November 2018. He was re-elected in 2022 and his current term expires December 31st 2026. Previous to being elected to City Council James served as a North Plains Planning Commissioner. James and his wife Danielle both work at Intel Corporation. They moved to North Plains because the small town feel and the proximity to work. The small town aspect was desired as it provides a good environment to raise his family.

Trista Papen, City Councilor

Trista Papen was appointed to City Council in November 2019 to fill a vacancy left by a departing member and was elected in 2022 for a full 4-year term. That term expires December 31st 2026. Trista and her family have lived in North Plains for about 9 years during which time she has been a member of her HOA, a member of the North Plains Steering/Vision Committee and prior to being appointed to City Council was a member of the current North Plains Budget Committee. Some of the most important issues that Trista feels North Plains is facing right now are growth, economic development, expanding the Urban Growth Boundary, and the opening of the new elementary school.
