City Managers Office

The City of North Plains operates under a council-manager form of government. The North Plains City Council appoints the city manager to serve as the chief executive officer of the city.

The City Manager’s position is established by the City Charter, which outlines the duties of the position as the administrative head of the City government. Responsibilities of the City Manager include:

  • Keeping the City Council advised of the financial condition of the City on an ongoing basis and addressing future needs of the City. 
  • Coordinating all services provided by the City, including the Police Department, Public Works Department (which includes the following divisions: Streets, Water, Parks, and Building Maintenance), Finance Department, and the Library.
  • Leading the City’s human resource function including recruitment, hiring, appointing, disciplining, and removing city personnel.
  • Serving a City Planner role and assuming the responsibility for the entire planning program including coordination of consultants, review of development plans, preparation of all planning reports, and staffing the Planning Commission.
  • Overseeing and coordinating internal and external communications and community engagement.
City Manager Andy Varner has been leading the City since February 2018 and has over 15 years of experience in public administration. Andy appreciates the friendliness of the North Plains community and has high hopes for the enormous potential of this growing town. He is always available to the residents, businesses, and visitors of North Plains.
