The City of North Plains provides a variety of public improvements to address demand from new growth in housing and business services. Like most cities in Oregon, the City imposes system development charges (SDCs) to recover eligible infrastructure costs for water, parks and transportation. SDCs provide partial funding for the capital needs of these different systems. In general, SDCs are charged within the City’s boundaries on new development that places additional demand on public facilities.
In 2022, the City engaged FCS GROUP to update the methodology for calculating local water, transportation and parks SDCs. The final recommendations in the methodology report below have been adopted by City Council and will be effective July 1, 2022.
The City of North Plains charges a Transportation System Development Charge (SDC), a Water SDC, and Park SDC for new residential and commercial building developments.
System development charges help the City maintain public facilities and capital projects. Below are the Resolutions passed by City Council establishing the fees, and the methodology for how the fees are calculated. SDCs are recalculated in January of each year according to construction cost indices.
