The City’s planning, land use, and building functions implement the City Council’s and the community’s goals through objective and consistent application of City development standards and state law.

Planning permits and related land use applications are overseen by the Planning Manager.

Helpful land use process handouts can be found here.

For a high-level overview of Oregon’s land use program and what the City has in place including a Comprehensive Plan and Land Use Code, read our City 101: Land Use & Development.

Submit Planning Permits and Land Use Applications in the City Hall office located at 31360 NW Commercial Street, between 8:30 am and 4:00 pm. Applications can be emailed to info@northplains.org and payment can be made online (convenience fee may apply). Please note that the City prefers to receive PDF copies of applications, plans, and maps.

We’re here to help! If you have any questions, please call 503-647-5555.

If you would like to present an application to the Planning Commission, please email the City Recorder.
