Glencoe Opportunity Area Grocery Store-Anchored Center Still in the Works

In 2021, the City purchased a site on Glencoe Road less than a half mile north of and visible from Highway 26 and has been working with a real estate development partner to create a grocery store-anchored mixed-use services center in this primary commercial area. This will enable our residents to access important quality-of-life services right here in our community.

A development agreement with real estate developer Rembold was approved by the City Council in late 2021 and, although delayed, the grocery store center is still being planned. We continue to work with Rembold who still has strong interest from businesses who previously said they want to be part of this site.

The project has been on an extended timeline primarily because of rapid inflation in construction costs on top of known environmental conditions. Before the City purchased the site we conducted two environmental assessments (funded by Business Oregon) and were fully aware of the brownfield constraints for the site. This is a major reason the City purchased it - the private sector alone would not take on the costs of the environmental issues and a public partnership and resources to turn this into a new community asset was needed.

The City has hired an environmental consultant to assess the necessary removal of any hazardous materials inside buildings on the property so that the old buildings can be removed safely to begin readying the site for development. We are actively working with the Business Oregon Brownfields Program which is a partner for resources through the process. More updates to come soon.
